At any given time during business hours I'd bet a lot more of the people in San Francisco are from the surrounding counties: how come we're not exempted? Santa Clara County's vaccination rates are per the WaPo among the highest in the country (the article claimed 90% had at least one dose): if the state is going to carve out an exemption for one county why not more?

Yeah, I scream "unfair" as well.
