he did this all through the years of his last dictatorship, too. That's one lesson he learned early on. Recess appointments mean he can hire and fire on whim with no "advise and consent" necessary. We Democrats could have been emboldened enough to do crap like this in the beginning of Joe's administration... but we're too bound by the rules to play dirty like the R's.
