and how the emergency managers said some sirens malfunctioned/lost power and others didn't get sounded in time or at all.
Hawaii has a robust emergency siren warning system. It sat silent during the deadly wildfires

Yeah... these "Once In 100 years", floods are happening in like, once every 3 years or less...

Maybe they need something like the "Arkansas Department of Emergency Management" here in Arkansas.

They should have had a 24 hour emergency dispatch and at least one deputy on duty.
