5. There ARE "Early Warning Systems" - the NWS has the "Flash Flood Emergency"

and those go out through the Emergency Alert System (EAS) and in this case, the FFEs WERE issued. But if you don't have a cell phone or radio (notably a NOAA Weather Radio if your radio isn't on) or TV to get the alert, than you are SOL.

I suppose they could use the tornado sirens - but then people are accustomed to what actions need to happen when that goes off. However what one does if there is a possible tornado, wouldn't be applicable for a flooding situation.
