The Trump Administration. They want the police to act as a military force disjoint from the populace, while also dressing like them. They want a Gestapo to carry out political arrests. They want to spread fear.

They’re in the stage they don’t give a fuck what the public thinks. They’ve hit critical mass, or, at least believe they have.
