Batteries are more efficient in personal transport and farm equipment, than any H2 fuel cell. Also easier to re-fuel and maintain. Claims have been made about trains and heavy trucking, but so far maintenance costs have made them far more expensive than their battery counterparts.

Combusting H2 means all of the headaches of ICE engines, greater inefficiency than fuel cells/batteries, plus lots of brand new infrastructure costs.

Steel smelting is a definite yes.
