13. they way trump phrased it

sounds like it is a choice all these people will be making to attend that meeting. and how "nice" they are coming "to be with us"
because of that i'm thinking trump is assuming they are generals from other countries b/c our generals are required to attemd; there is no option or choice as far as i understand it; they have to show up
also, they are not "from all over the world" -- they are stationed around the world

"“Let him be friendly with the generals and admirals from all over the world,” Mr. Trump said. “You act like this is a bad thing. Isn’t it nice that people are coming from all over the world to be with us?”
