With the J1s (or so we knew them as) in the tourist/hospitality industry. It's mostly beneficial for the business owners who don't want to pay their workers. The workers often feel like they made a lot of money, depending on where they came from. Some would go on tour for a couple weeks after the season was over and some would overstay their visa ans some would marry an American. Most were from Eastern Europe and ruzzia that I met.
