Everything about this operation is a little shaky and I think Stupid's rush to an ill considered war is why the admiral in command, Alvin Holsey, suddenly quit.

(I have no illusions about what these boats are about, the few clear pictures look like what would wash up into wetlands and get stuck in rocks back in New England. There is just no justification for anything until they know for sure)
