Trump isn't allowed to pull off shit like this. At worst, Harvard has enough resources to weather the Trumpian sharts, so this will mean nothing in the end.

Give them complete scholarships, it would be a drop in the bucket financially and the only people who this would cause issues to would be racists. It would be the right thing to do and it would "own" the idiots.
