An actor or actors? Some member of production or on the crew? How many foreign sites would count - just one or the whole movie? Sounds like any "investigation" would be prohibitive.

Most movies with "foreign land" production components are made partially in Canada.

This is a direct attack on Canada, less than 48 hours before he meets PM Mark Carney at the White House, the orangutan may not have made the connection or figured things out. It sounds like an off the cuff genius of the stable idea, probably not previously discussed with cabinet or staff.
