practice in the mirror every day is not menacing and intimidating, but instead is pathetic and laughable. If someone presented that face to me in an efforrt to intimidate me, I would burst out laughing, and say, "Are you f'n kidding me? Let me get my camera."

IMO, he'd be satisfied that his targets will waste time and money to sort out the issues.
And because it would be the federal government, and not Trump personally, I'm pretty sure that the "defendants" won't be able to claim and get paid attorneys fees.
