Voter guide to Allegheny County Council 1st District election: Madonna-Emmerling (D) v. Villella (D) (Primary)

Kathleen Madonna-Emmerling and Carl Villella are vying to replace incumbent Democrat Jack Betkowski on Allegheny County Council. Democrats make up the overwhelming majority of councilors, currently holding 13 of 15 seats on council, but Republicans see this seat as one to flip for the GOP. District 1 includes Ross Township, airport-area suburbs such as Moon and Findlay, and Ohio River communities such as Neville Township — all of which voted for Republican Joe Rockey in the 2023 county executive race. The winner of the Democratic primary will likely face Republican Mary Jo Wise, who is running unopposed on the GOP side, in the fall. The outcome of the primary could help determine the role council plays in shaping policy and the county budget.

Madonna-Emmerling has long been involved in Democratic politics as an organizer, door-knocker, and campaign volunteer, and she twice ran unsuccessfully for Moon Township supervisor. This is her first bid for County Council. Because District 1 consists of suburban communities, Madonna-Emmerling says she wants to ensure that perspective is considered on council. She supports expanding access to public transit and protecting programs and services for the county’s aging population. Madonna-Emmerling says she would act as a steward for county finances, ensuring tax dollars are used “responsibly” and residents get the services they need. She’s received support from the outgoing District 1 representative, Jack Betkowski.

Villella is no stranger to municipal government: His company, Acceptance Leasing & Financing Service Inc., helps local governments acquire essential equipment such as snow plows and garbage trucks, and he served as a Moon Township judge of elections for four years. He says those experiences have prepared him to find cost savings in the county budget and bring “responsible decision-making” to council. Villella says his goal is to be a “centrist” and build relationships with all members of council. His priorities include fiscal responsibility, crime prevention, and transportation infrastructure.
