Senate unanimously moves to fund most of DHS, except ICE and border patrol, in rare overnight session

The Senate unanimously moved to fund most of the Department of Homeland Security, except for Immigration and Customs Enforcement and part of Customs and Border Protection, in a rare overnight session. The agreement would fund other DHS components, such as the Transportation Security Administration and US Coast Guard, but the House will still need to act before funded agencies within the department can reopen.

After negotiations fell apart earlier Thursday evening, senators focused on moving the funding they were able to agree on by unanimous consent. On his way to the floor in the wee hours of the morning on Friday, Senate Majority Leader John Thune told reporters, “We’re gonna execute on as much as DHS as we can tonight, and then we’ll fund the rest of it later.”

The standoff over funding for DHS has withheld pay for thousands of TSA agents and other DHS workers, causing major travel delays and scores of missed flights nationwide. Frustration on Capitol Hill hit new levels this week, and senators pushed to end the impasse before a scheduled two-week recess.

Pressed on what specifically would be funded, Thune replied, “I think it’ll be everything but ICE and CBP today. So, we’ll have to do the rest of that,” though he noted that, “I think customs, they cleared customs,” but not border patrol.

It would still have to go to the House and pass there, so it's going to be in Mikie's court, before it possibly gets "rejected" by 45 with his idiotic threats about allowing no bills unless SAVE is passed. Of course he could do a TACO on that.

since Congress is not adjourning but going into a spring recess and could return at any time during the 10 day period associated with that auto-approve, in case there is actually a veto.

Totally sounding like the bill Senator Kennedy and Cruz accepted, and took to the WH, and Trump said no-do not deal with the Democrats. Followed by Trump stating he was gonna do legislation to fund TSA… So it’s OK if Trump suggested it? That was a wasted week! The cruelty is the point.

The Predator Party has been threatening to pass everything but ICE (which Dems agreed to many weeks ago), and then take ICE through reconciliation. The implication is that would allow the Guardians of Predators to fund ICE without making ANY of the reforms that Dems have demanded.

The question is, "If that was so easy, then why didn't the Epstein Club do that already?" There was nothing for them to gain by creating all this chaos at the airports.

I have seen very little on this. I must surmise that the Child Rapist Enablers party doesn't really believe they can use reconciliation rules.

Does anybody have any recent information on this?

This mechanism can only be used ONCE in a fiscal year - either as a standalone of one type or a combo of two or all three.

It has to be "budget neutral" and I would wonder since they already got BILLIONS in the Brutal Butcher Bill, whether anything more would be "budget neutral" when scored, or would in fact, increase the deficit (given they did the "tax breaks for billionaires" via reconciliation last year as part of the BBB).

And then the parliamentarian needs to approve (she struck all kinds of nonsense out of the BBB).

The operative phrase is "additional funding." The Senate bill included no policy changes WRT ICE or CBP operations. However, since last year's BBBA funded them for several years, the Senate bill funded the rest of DHS with no ICE/CBP concessions, such as Judicial [Article III] Warrants, Masks, or time-and-place restrictions.

So, aside from the status quo, what did we achieve from our Senators?

House GOP erupts over Senate’s overnight move to fund pieces of DHS

Speaker Mike Johnson does not currently have the House votes to approve the Senate’s early morning funding measure to fund large swaths of the Department of Homeland Security.

But the House Republican leader and his team are so furious about the bill that they do not want to put it to a vote on the floor. At issue, multiple GOP sources say, is that Senate Republicans did not include money for federal immigration enforcement or border patrol in the funding bill that would reopen the remainder of the department.

“The one thing I can tell you is that there is a common disgust from our leadership team and from our members about what they did over in the Senate, and it really was not appropriate,” House Majority Whip Tom Emmer said Friday morning.

Enraged House conservatives, meanwhile, publicly blasted the bill they said Senate Majority Leader John Thune jammed through his chamber in the middle of the night, with no roll call vote or the chance to debate it. And some in the House GOP leadership team are seriously contemplating whether to reject the measure altogether and put forward their own proposal, the sources said – though no decisions have yet been made.
