1. Collect taxes and then not spend funds that Congress has authorized.
2. Collect taxes from Blue States (more paid than Red States), divert those taxes to Red States, and withhold tax aid (like FEMA and to NYC if Mamdani wins) to Blue States. Blue states lose all their tax benefits after they paid for them.
