regulations state that an ICE agent should identify themselves as a federal agent and state the reason for the arrest "as soon as it is practical and safe to do so."

I'd say when 8 ICE agents tackle and beat a "suspect' simultaneously it is both practical and safe to identify themselves at that point, yet they are not doing so.
