Many Marines (and soldiers and sailors) are "green card" service members, foreign nationals who join because it's a good paying job that will also feed, clothes, and house them as they get paid.
Also, many service members have spouses who are in the process of getting their green cards, through their Service's foreign born military spouse/dependant program.
This can end really badly for the Department of Defense, but with the current SecDef, it may be a "benefit" in his view.
