It is not like they are hiding in the shadows. America keeps electing Congressmen that will help some (but not all) billionaires pay virtually no taxes.

He's still paying sales tax whenever he buys something.
And NO bank will let you borrow 100000$ against 100000$ worth of stock. MAYBE 40-50%. Sure, he's rich enough in stock to be able to borrow as much as he wants, but look at Musk. HIS stock has tanked to a level where if he had borrowed against it he's likely gotten called on it.
Also, any yield is still taxable as well.
You cant start taxing people based on their stock wealth because of the domino effect that would create as well as the fluctuation in price
