Some may say it is crazy,

But if you think about it, this makes perfect sense. This tax will have to be paid by the CIA, NSA, Customs, or local police when they resell confiscated drugs in poor neighborhoods. (Seriously, do I really need to say that I am being ironic here? Well yes I do considering the history of drug control in our country, so maybe this isn't entirely ironic if you consider MK Ultra or Iran Contra and the past relationships with the CIA and cartels.)

He expects people who are already breaking the law by importing illegal drugs to obey a law about paying tariffs on those drugs. This rates right up there with calling the cops to have them test the bag of heroin you just bought to see if it’s any good.
