(27,583 posts)They were discussing plans for military strkes. That's war plans. And you don't need a Congressional declaration of war to make them.
If you prefer a different term though, plans for military action works.

(277 posts)Sogo, yesterday I was a little satirical in my statements. In case youre not knowledgeable about military phrases and the new phrase
Signal Gate which describes Pete Hegseth's
War Plan. I'm sending you the meaning of
the phrase Signal Gate ✔︎
and the vulgar Military phrase
Clusterfuck. ✔︎
Please find them below
Pete Hegseth's War Plans is now referred
to as the Signal Gate. ✔︎
Clusterfuck is a U.S. Military vulgar slang to describe an utterly disordered and mismanaged situation. ✔︎
Here is some more information about this topic.
NSA Michael Waltz Takes Responsibility
for 'Signal Gate'
National Security Advisor and former Congressman Mike Waltz (R-FL) spoke to Laura Ingraham on Fox News after he appeared to inadvertently add editor-in-chief of The Atlantic, Jeffrey Goldberg, to a text Waltz Takes Responsibility for 'Signal Gate'
Btw the phrase Clusterfuck was coined by
Hippie/ Poet Ed Sanders in 1965.
However, ever since this phrase has been used
by our U.S. Military officials when they want to describe a chaotic situation where everything seems to go wrong usually provoked by communication failures and a lack of
coordination between the groups.
I dont know the name of the person
who coined the phrase Signal Gate.
But since I found it intriguing I decided to
integrate the phrase Signal Gate into my
remarks.

In case you aren't aware, that is her claim to prove that Hegseth wasn't lying: that even Goldberg admitted they weren't war plans, when the headline on the release of the full chat was labeled "attack plans."
She is relying on semantics to divert attention. So, while the requirement for Congress to issue a declaration of war is an important requirement, in this case it is just a means to distract.
