We just assumed they meant like Donnie runs his -- poorly, breaking contracts, burning everyone he can for a perceived advantage, weaponizing the legal system, etc.
We weren't wrong, but there's another element revealed by their handling of benefits suck as social security:
They are running payables the way private health insurance runs their claims departments. What's "efficient" I.e., profitable, for the company is making things *inefficient* for customers.
Insurance companies save billions by putting stupid hurdles between a patient and their benefits largely to make it enough of a pain to actually get them that sone customers give up or die first. Worst case, they earn interest on your money from the delay. Who cares if patients and providers are needlessly harmed to a far greater extent than the insurer saves money.
That's how Donnie is treating social security. They're making it a pain to collect for no reason other to deter people collecting, because some people (no doubt those who actually need it most) will give up or die first.
These people are pure evil.

Government doesn't have the same luxury. If it fails, all hell breaks loose. Hence redundancies, may seem inefficient, but they are also necessary. Otherwise you have chaos, violence, etc. Stability is important.
