If anyone read Chapter 9 of John Bolton's book "The room where it happened" you will find that Bolton was ready to remove Maduro and the regime from office, he had all the key players, the plan, etc., to move in and truly liberate Venezuela, but Putin told trump that Juan Guiado (who had won the presidency but Maduro, like he is doing now, would not remove himself from office) was weak, that Maduro was intelligent and strong, so trump turned around and told John Bolton to scrap the plans, and proceeded to repeat what Putin had told him about Guaido and Maduro. According to Olivia Troye, who worked for Mike Pence, trump is a big admirer of Nicolas Maduro, trump wants to be like Maduro.

So lets remember that evil does not equate to incompetence, we think it is incompetence because they destroy, but that IS their agenda.
